PROTOCOL ;-
It gives me great joy to address you this morning on the occasion of the execution of the Lease Agreement between Niger State Government and Messrs J. Marine Logistics Limited on Niger Fertilizer Company Limited, Zungeru.
My joy, you will understand is premised on two obvious facts :
1. That Niger State is an agrarian State with agriculture providing sustenance directly of indirectly to over 70% of the populace. It therefore becomes imperative that this segment of the state's population be served with their basic need "fertilizer".
2. That Niger Fertilizer Company which was established to serve the above purpose had been moribund for over two decades now and had defied all efforts by successive administrations to resuscitate it.
Today, the administration of His Excellency, Alhaji (Dr.) Abubakar Sani Bello, the executive Governor of Niger State has recorded yet another landmark achievement in it's socio-economic drive.
What we are witnessing now is a result of this administration's doggedness and well calculated efforts at securing competent investors to partner with Niger State Government towards rapid and sustainable socio-economic development.
At this point, let me congratulate Messrs J. Marine for securing the confidence of Niger State Government Stakeholders for the leasing of Niger Fertilizer Company. You have been found to be both technically and financially competent to resuscitate Niger Fertilizer Company and make Zungeru a bee-hive of economic activities within a reasonable time frame.
It is imperative to let you know that Niger Fertilizer Company means alot to us in Niger State. The Government and people of Niger State therefore, expect that you will justify the confidence vested on you accordingly.
I must not fail to acknowledge the efforts of Niger State Government stakeholders for their sound judgement on the recommendation of Messrs J. Marine Logistics Limited for the lease of Niger Fertilizer Company Limited.
Prominent among these stakeholders are my ministry of Investment, Commerce and Industry which represents Niger State Government in the promotion of Niger Fertilizer Company Limited ; the ministry of local government and chieftaincy affairs which represents the 25 LGAs of the state and holding 15% shares in Niger Fertilizer Company Limited ; the ministry of agriculture for being the government's representative on the purchase agreement of a minimum of 30% of Niger Fertilizer Company's annual production ; the ministry of Justice that vetted the lease agreement while the ministry of lands and it's agency, Niger State Geographic Information System for processing and issuing the C of O within the a record time.
Distinguished ladies and gentlemen, the office of the Chief of staff and that of the principal private secretary to his Excellency, the executive Governor gave an effective and efficient coordination to proceedings all through the entire process.
Prosterity shall remember you all for your selfless efforts to bring Niger Fertilizer Company out of the doldrums of redundancy and unproductivity into a vibrant entity serving the economic interest of the Government and people of Niger State and far beyond.
Permit me to convey the assurance of his Excellency, Mr. Governor for his continued support and partnership with all genuine and competent investors in the exploration of the rich and diverse economic potentials of Niger State.
While I wish to congratulate Messrs J. Marine Logistics Limited and Niger State Government for this highly promising business relationship, I pray that the operations of Niger Fertilizer Company be to the glory of Almighty Allah and benefit of humanity.
